Abstract

This study examines the policy on dispute resolution of industrial waste through mediation in the case of PT. Rayon Utama Makmur (RUM) Sukoharjo. Type of research used by the author in this research is empirical law research. This legal research is descriptive. This research is conducted with qualitative approach. The author chose the research location at PT. Rayon Utama Makmur (RUM) Sukoharjo, which is located in Plesan Village, Nguter Subdistrict, Sukoharjo Regency which is considered to represent the problem of industrial waste management in Sukoharjo Regency. Data collection techniques used by the authors in this study is by field study and literature study. Data analysis technique in this study the authors use qualitative analysis with interactive model. Result of research indicate that gas waste treatment from production process at PT RUM indicated not yet maximal reducing H2S gas content so it still impact to society around factory. In the report also mentioned, the nature of H2S gas has a higher density (1,393 g / dm3) than the air density (1,293 g / dm3) to allow H2S gas to be inhaled by the community. Meanwhile, the absorption process around the chimney (chimney) has not been maximal so there is still a lot of H2S gas is wasted into the air. Dispute dispute of industrial waste through mediation at PT. Rayon Utama 2 Makmur (RUM) Sukoharjo did not find common ground, so on February 23, 2018 PT. Rayon Utama Makmur (RUM) Sukoharjo officially closed operation permit by Sukoharjo District Government.
