Abstract

Objective objectives of this research: (1) To know the procedures for the implementation of land registration for the first time sporadically at the office of BPN Karanganyar. (2) To know the way people in Karanganyar Regency first register the land sporadically. (3) To know the obstacle of sporadic registration of land first at BPN office of Karanganyar. The subjective objectives of this research: (1) To increase knowledge for students in completing the final task at the faculty of law University of Muhammadiyah Surakarta. (2) To increase the views, knowledge, and understanding of the author on how the sporadic land registration process at BPN Karanganyar office. The approach method used in this research is empirical juridical approach. In this research use descriptive research type. This research was conducted at the Office of National Land Agency in Karanganyar Regency which is located at Jl. Lawu No.202, Bejen, Kec. Karanganyar, Karanganyar District, Central Java 57716. The method of data analysis used by the writer is qualitative analysis method. The conclusion in this research is the implementation of sporadic land for the first time on land that has not been certified in the Land Office of Karanganyar Regency has been implemented in accordance with the procedures of Government Regulation Number 24 of 1997 and the implementing regulation. The community in Karanganyar Regency conducted the first sporadic land registration through 3 (three) ways such as: the community carried out their own land registration process directly, the community conducted their land registration through PPAT services, and the community conducted its land registration with systematic land registration. The following inhibiting factors are: the BPN office, the PPAT office, the community. The solution is the establishment of Program Committee Sembilan, held the task / rolling task, held counseling-community extension.
