Abstract
Utilization of forest area land managed by the community as a tourist spot causes land conflicts between the community and the local government. The takeover of the management of forest land by the local government is deemed to have harmed forest-dependent communities who have managed and used the forest for their daily survival. In this case the government has the right to take care of everything related to the forest, in accordance with the provisions of Article 4 paragraph (2) of Law Number 41 of 1999 concerning Forestry. However, on the other hand the government must also involve the community in the management of the forest area's land. People feel that their rights are not fulfilled because the government took over the management of the forest area as a whole. Legal certainty regarding the land management rights of the forest area is very important in order to protect the people who feel that their rights are not fulfilled.
