Abstract

Village is a unit of law society which has territorial boundaries and authority to regulate and manage its own household based on local origins and customs, the existence of the Village here is recognized and respected in the Indonesian Government System. Although the existence of the Village is acknowledged and respected in the Indonesian Government System but the existence of the Village may be abolished at any time, merged and changed. This is in accordance with the provisions of Law Number 22 of 1999 regarding Local Government, thus the Village may be changed its status into Urban Village. Urban Village is a set of Sub-district led by Village chief that the position is under by Sub-district chief and responsible to the Sub-district chief. Based on the Local Regulation of Sragen Regency Number 29 of 2003 regarding the changing of Village status into Urban Village. The Local Regulation is changing four villages in Gemolong Sub-district into Urban Village. With the changes that has implications for the status of the officer of 2 Urban Village and Village riches. implications for the status of the officer of Urban Village just changes its mention that initially the Officer Village turned into Officer of area Non-Civil Servants. As for the riches of the village automatically changes become the property of the Local Government, the using of village riches in the form of rice field auctioned to the local community per year and the results for the welfare of Urban Village, but in reality the welfare of the Urban Village is still below the Village.
