Abstract
This study aims to determine the form of legal protection against the rights of children as perpetrators of criminal acts and to know the role and constraints faced by PPPA and PM cq UPT PTPAS Kota Surakarta. According to the results of the study, the form of legal protection is based on the rights of children, namely the right to life, the right to grow flowers, the right to protection, and the right to participate. In addition to the four rights of the child the form of legal protection can also be seen from the perspective of criminal law material and formal criminal law. The role of PTPAS includes accepting cases of women and children, providing child psychological protection, providing legal assistance, providing medical assistance, providing safe housing, providing counseling, and providing reintegration. Constraints arise derived from the client itself is difficult. However, these obstacles can be prevented by providing a solution that what PTPAS does in accordance with applicable regulations, namely Law No. 35 of 2014 on Child Protection and Surakarta City Regulation No. 10 of 2016 on the Rights of the Child.
