Abstract
The purpose of this study is to find out how the village autonomy before regional autonomy and how the village autonomy on regional autonomy. The method used in this research using normative juridical research method. It is a study of jurisprudence by examining and interpreting theoretical matters concerning principles, conceptions, doctrines and legal norms. This type of research is descriptive research, so this study examines and mengkomparasikan contents of the content of autonomy of regional regulations, local regulations and implementation that revolves about the Village Government. Based on the research, it can be concluded that in the Dutch East Indies regulation (IGO / IGOB) does not uniform the structure and form of the village, but this regulation embraces the system of assistance so as to limit the authority of the village head who must submit to the Bupati and Residen, autonomous. In the Old Order, Law no. 19 of 1965 About Decaplaja, this Act intends to uniform the name and form of the village into Desapraja. Then in the New Order period in issuing Law no. 5 Year 1979 About Village Government. Since the passage of the law, there has been uniformity (village uniformity), the villages outside Java are uniformly similar to those in Java, thus eliminating pluralism, which is clearly not autonomous. During the Reformation period, Law 22 of 1999 on Regional Government was established. The law has provided a democratic and autonomous space at the village level with the presence of a Village Representative Body (BPD), but has not recognized the inherent customary origin of the origin. Not long after the local government law was replaced by Law no. 32 of 2004, this Act again closed the door of autonomy to the village, that is with the loss of supervisory function than the BPD. After a long period of promulgation of Law No. 6 of 2014, which provided opportunities for the growth of village autonomy with the authority of the right of origin and local authority of the village scale.
