Abstract

Capital expenditure budget is based on regional needs for facilities and infrastructure, both for the smooth implementation of government tasks and for public facilities. District and city governments in East Java Province as one of the autonomous regions are obliged to meet the vital needs of the community through the development of various public facilities and infrastructure. The purpose of this study was to analyze the influence of the General Allocation Fund (DAU), Special Allocation Fund (DAK), Revenue (PAD), Time Le bih Financing Articles (SiLPA), and Wide Areas of the allocation of Capital Expenditure county and city governments in East Java. This research uses quantitative research method with statistical analysis. Population in this research is all report of realization of APBD s all Kabupaten and City in East Java. The sample in this research is 38 districts and municipalities that deliver the realization report of APBD fiscal year 2014 until 2016. Samples were taken with saturated sampling technique. Data obtained through documentation and bibliography. Data analysis techniques use classical assumption test and multiple regression analysis, t test, F test, and test of coefficient of determination. The results show that : (1) General Allocation Fund, Special Allocation Fund, and large region has no effect on the allocation of regional capital expenditure. This indicates that DAU , DAK , and the area can not be an indicator in determining the allocation of capital expenditure. (2) Local Original Income and Remaining More Financing The previous year's budget (SiLPA) have a positive and significant impact on the allocation of regional capital expenditure. This means that if a regional income increases then the opportunity to allocate budget to capital expenditure will also increase. While SiLPA merupkan one of the funding sources of capital expenditure. The bigger the SiLPA, the greater the capital expenditure.
