Abstract

Village, or based on Law No.32 of 2004 about local government is a legal community unity that has jurisdictional territorial boundaries, which is authorized to regulate and manage the interests of local communities based on the local origins and the customs. Village fund is used to finance community empowerment programs and activities that are proposed to increase the capacity and the capability of communities by using their own potential and resources. The aims of this research is to find out the influences of the village fund to the community welfare of Sindon village and whether managing of village fund has appropriate with the syari’ah economic law’s prespective and the management of the village fund through BUMDes. The type of this research is qualitative research by using descriptive approach. Data were obtained from the documents result of the village, village owned enterprises (BUMDes), interview with the government of village, the manager and the borrower of “Prosperous” BUMDes in Sindon village. The data analysis in this research is using evaluative analysis method which describes the management of the Village Fund through “Prosperous” BUMDes then can give assessment based on syari’ah economic law. The result shows that the Village Fund Management through Village Owned Enterprise (BUMDes) "Prosperous" of Sindon village is an alternative way to develope their economic. It is same with Muhammad Yunus’s model which is offered in Banglades to alleviate of poverty by establishing Grameen Bank or Village Bank which develope the concept of microcredit for poor entrepreneurs who are unable to borrow from public bank. In this research, the Village Fund Management is mostly spent on the procurement of village infrastructure such as: multipurpose building construction, road construction, trench construction, bridge construction and others. Only a small part is used to develope their socio-economic. Conventional savings and loan sytem is used than syari’ah in the use of of Village Fund Allocation. Because every borrower of BUMDes is charged an interest of 1.25% per month or each installment. According to Syari’ah Economic Law the interest of the loan is included in the category of usury, it also contains the element of tyranny because of the interest rate reaches 15% every year. So it is not appropriate with the principles of Syari’ah Economic Law. The management of BUMDes should improve the performance of managers who not only provide business capital to the society, but also they strive for other efforts such as services, management of the village market, management of fish auction, development of industrial product and tourism potency, and others which is suitable with BUMDes programs.
