Abstract
Every country has a system of statutory regulations that are used as guidelines by its citizens in carrying out daily activities which have been divided into written and unwritten regulations. The philosophy of justice that wants to be upheld in resolving settlements among the community is communal justice. Children are a trust and a gift given by God Almighty, which we should be able to look after because within them are inherent honor, dignity and rights as human beings which must be upheld. In the regulated criminal sector, the minimum age limit for a person to commit a criminal act is that if we have been declared capable of fulfilling the requirements for punishment, namely being able to bargain and meet the age, then we will go through a judicial process. At the present time, the result of the lack of guidance for children is that it causes children become uncontrolled individuals and commit acts that violate the law, which results in children having to throw away the law. In enforcing the law, children who are involved in violating criminal law are using diversion. The approach of security forces in protecting children and their rights must ensure safety, security and the absence of violence.
