Abstract
Embezzlement is a criminal offense that often occurs in Indonesia. There are many cases of embezzlement ranging from embezzlement of money to goods such as cars. Surakarta is one of the areas targeted by embezzlers to carry out their actions. This research is an empirical juridical research that examines field data from a legal perspective. Various information in it is obtained from a combination of primary and secondary data sources in the form of primary and secondary legal materials which are all processed with descriptive analysis mechanisms to produce answers that can answer the problems studied. The objectives of this research are to 1) Knowing the factors that encourage people to embezzle cars; 2) Knowing the factors that hinder the overcoming of embezzlement crimes; and 3) Assessing the effectiveness of existing laws. The results show that there are several factors that encourage embezzlement such as economic difficulties and inhibit the legal handling process such as the difficulty of the evidentiary process. The existing law has not maximally prevented and handled the embezzlement that occurs considering the increasing cases of car embezzlement in Surakarta every year but still minimal handling
