Abstract
This research aim to describe (1) the process of community economic empowerment in the Tanjung Kelayang Belitung Special Economic Zone, (2) the development of Micro, Small and Medium Enterprises (MSMEs) in the Tanjung Kelayang Belitung Special Economic Zone, (3) inhibiting and supporting factors for economic empowerment community through the development of Micro, Small and Medium Enterprises in the Tanjung Kelayang Belitung Special Economic Zone. This research is qualitative research with an ethnographic approach. Data collection techniques in qualitative research are observation, interviews, and documentation. The data validity test in this research is a credibility test using triangulation techniques. Based on the research results, there are 1) In the process of empowering the community's economy, there are strategies that the government provides, namely providing training, increasing resources, developing business interest in carrying out product innovation regularly and expanding marketing networks. 2) Development of MSMEs in the Tanjung Kelayang Special Economic Zone, namely providing facilities for providing raw materials, providing access to capital, and providing facilities and infrastructure. 3) Inhibiting factors that influence empowerment, namely the quality of human resources is still lacking, problems with business licensing, less efficient business management, and the quality of human resources is still limited. Meanwhile, supporting factors are known to be very influential in the empowerment process, one of which is mentoring for MSME players, holding seminars, lending business capital, training for MSME players, procuring production equipment using technological facilities, and providing a souvenir gallery.
