Abstract

Law Number 6 of 2014 concerning Villages mandates the Village Consultative Body (BPD) as a partner of the village government in empowering village communities. BPD is a legislative institution and forum that functions to accommodate and channel the aspirations of the community. In essence, this institution is a working partner of the Village government which has an equal position in carrying out government affairs. BPD as a supervisory institution has the obligation to control the implementation of Village Regulations and the Village Revenue and Expenditure Budget (APBDes). This research uses empirical legal methods which function to research law in the community environment. Apart from that, the author also uses a descriptive analytical approach which functions to explain events and relate them to existing regulations. Through these two methods the author found that the authority of the Village Consultative Body based on Law no. 6 of 2014 concerning Villages as institutions that carry out government functions, namely discussing and agreeing on draft village regulations with the village head, accommodating and channeling the aspirations of the village community, and supervising the performance of the village head. In practice, the Village Consultative Body in Gawanan Village, Colomadu District, Karanganyar Regency has obtained authority in accordance with the Village Law, however the BPD in Gawanan Village is less able to carry out its authorities as mandated by Law no. 6 of 2014. The various information presented above shows the need for serious attention for policy makers, especially in Karanganyar Regency, to encourage BPD to continue trying to improve its competence and capacity. It is urgent to strengthen this competency and capacity to boost the views and trust of village residents that the BPD is a democratic institution in the village, especially in its function as a channel for residents' aspirations and supervising the performance of the village government.
