Abstract
The purpose of this study is to describe how to develop, what are the obstacles and what are the solutions to the obstacles in developing civic knowledge competencies with the snowball throwing strategy. The method used is a qualitative research method. The subjects in this study were school principals, Civic Education teachers, and students. Data collection techniques include interviews, observation and document review. This study uses source triangulation techniques and data collection techniques triangulation. From the explanation above, the results of the study show that the development of civic knowledge competence in the Civics learning process with the snowball throwing strategy in class VIII F of SMP Negeri 1 Mojolaban is going well. This shows that most of the students in the class have developed their rights and obligations as citizens, peaceful coexistence and skills in solving problems and readiness to live in society. Obstacles were encountered when developing civic knowledge competencies through the snowball throwing strategy, namely regarding the activeness of students in doing group assignments such as there are children who are passive and there are also those who are engrossed in themselves, it is difficult to be asked to contribute to help when their friends do group assignments. The solution to the constraints given is that the teacher provides an approach by encouraging students to take advantage of their right to ask questions and express opinions and carry out their obligations to listen to explanations of the material presented by the teacher as well as complete the tasks given in implementing the snowball throwing strategy.
