Abstract
In dealing with Covid-19, various ways are taken by the community. One of them is the installation of banners at strategic places. This study aims to find out the content of the message conveyed and understand the meaning of the banner. The theory used in this study is the Elaboration Likelihood Model by Richard Petty and John Cacioppo. This theory uses two routes, namely, the peripheral route and the central route. This study uses descriptive qualitative methods and data validity techniques using triangulation of sources, namely documentation of banner photos, journals, and observations. The sampling in this study used a purposive sampling technique, namely the sampling technique through certain considerations by the researcher, the samples used were eight health protocol banners in public places in the city of Surakarta on April 23, 2021, to August 25, 2021. This study's analysis technique uses content analysis containing three elements, namely Context, Process, and Emergence. The study results show that banners mostly persuade the public using threats, colors, and illustrations installed at the entrance of the public place. If applied to the Elaboration Likelihood Model theory, eight banners in the city of Surakarta predominantly use the peripheral route. The type of verbal communication used in the banner is dominant in emotive speech and rhetorical speech.
