Abstract
Law 32 of 2004 on regional autonomy mandates the improvement of services to the community and the equalization of the region by encouraging community participation. Law 22 of 2009 on Traffic and Road Transport mandates the maintenance of traffic infrastructure, especially the National Road Signaling Tool (APILL), the intersection of national roads with Provincial roads and national road intersections with district / city roads to BPTD as a representative of the Ministry of Transportation. In the implementation in the field of maintenance is carried out by the District / City Transportation Office including the implementation of the maintenance of traffic signaling Equipment (APILL) intersection of national roads and provincial roads with district / city roads. The purpose of this research is to evaluate Law 22/2009 and its implementation regulations and determine the implementation of procurement and maintenance of traffic signaling Equipment (APILL). Research method is legal research by conducting a search of the regulations related to the problem studied. This legal research resulted in the conclusion that the implementation of the maintenance of traffic signaling Equipment (APILL) is more appropriately implemented by the District / City Transportation Office and traffic infrastructure maintenance rules, especially traffic signaling Tools (APILL) need to be revised to the legal rules governing them.
