Abstract

ABSTRACT The regulations on consumer protection are governed by Law No. 8 of 1999 on Consumer Protection. The rules made to protect the rights of consumers and business actors do not include a standard clause containing exoneration clauses. In fact, there are PDAM (Municipal Waterworks) parties that contain standard clauses containing exoneration clauses. This is very inconsistent in term of the rules on consumers’ protection. This research method based on deductive research through doctrinal approach (normative). There are three points of standard clauses containing exoneration clauses in Tirta Binangun Municipal Waterworks and Klaten Municipal Waterworks: the point of Tirta Binangun Municipal Waterworks is at number four and five, while the point of Klaten Municipal Waterworks is at number one. The clause has fulfilled the elements of Article 1 Number 10 and Article 18 paragraph (1) letter g. The clauses of both municipal waterworks includes an exoneration clauses on the back of an incorrect payment receipt that meets the elements of Article 18 paragraph (2) the clauses on the back of the payment receipt, location or form is hard to see or cannot be read clearly, or whose disclosure is difficult to understand.
