Abstract
The concept of Community Based Tourism (CBT) is an effort to empower the community in managing tourism development and efforts to improve welfare. In Indonesia, community support is manifested in an informal institution, namely the Tourism Awareness Group (Pokdarwis). One of them is Pokdarwis Dieng Pandawa which is located in Dieng Kulon Tourism Village, Batur, Banjarnegara, Central Java. Dieng Culture Festival (DCF) is an event based on the idea of Pokdarwis. DCF is expected to be one of the representations of cultural management to present the uniqueness of Dieng culture. The purpose of this study is to determine the tourism communication management process that is applied to the DCF event so that it can widely introduce cultural inheritance that raises local cultural diversity. The theory of this research is the theory of tourism communication management. The method used is descriptive qualitative. Data sources consist of primary data and secondary data, obtained from the interview process with resource persons, field observations, documentation and library studies. Using Miles and Huberman's analytical techniques, namely collecting data, reducing data, presenting data and drawing conclusions. The results of this study conclude that Pokdarwis in the DCF event has applied the stages of tourism communication management. The dynamics of tourism communication can be seen from aspects of marketing, destinations, accessibility and Human and Institutional Resources. In marketing, it shows that Pokdarwis has understood the superior potential and the potential of Dieng's natural tourism supported by the role of the community and the existence of Dieng Travel TIC Visitor Centers. Accessibility of DCF is found in supporting facilities and infrastructure along with cleanliness and security. DCF tourism destinations are defined by what tourists can see, do and buy. Meanwhile, DCF's human resources and tourism institutions consist of Pokdarwis, local communities and the government.
