Abstract

Umbul Sidomukti is tourism in Semarang Regency and has been established since 2007 with various tourist attraction facilities. Minister of Tourism and Creative Economy No. 4 of 2021 is a new provision that regulates the risk-based business licensing of the tourism sector with the implementation of the OSS RBA system and as an elaboration of PP No. 5 of 2021 and Law no. 11 of 2020. The ratification of these three regulations will change the business licensing system in Indonesia and affect tourism business licensing, especially the Sidomukti Umbul tourism business license. The author aims to provide an explanation of the changes that occurred as a result of the Minister of Tourism and Creative Economy No. 4 of 2021, namely the tourism sector business licensing system which was originally permit-based to become risk-based, business licensing services through the RBA OSS system and ex-post licensing changes. The author describes the incompatibility of Umbul Sidomukti's business licensing with the latest tourism licensing provisions. The author uses a qualitative descriptive research method based on qualitative data analysis with a case study method on Umbul Sidomukti and content analysis on laws and regulations relating to business licensing risk-based tourism sector.
