Abstract
The city of Semarang is a city located on the coast of the North Coast which is growing rapidly, but floods often occur every year, both tidal flooding and inundation. The existence of a flood disaster that occurs, encourages the importance of planning a spatial system in accordance with the conditions of the flood disaster. A strategic area in the city of Semarang has a high flood threat. This study aims to evaluate the Regional Spatial Plan (RTRW) based on the level of spatial vulnerability to flooding in the city of Semarang. The approach used in mapping flood hazard using land units. Data analysis used quantitative methods with scoring and weighting techniques. The results showed that Semarang City was dominated by moderate flood vulnerability with a value of 70.89%, followed by high vulnerability with a value of 15.21% and low vulnerability with a value of 13.90% of the entire area of Semarang City. Areas that are dominantly flooded are usually dense environments, flat slopes, alluvial geology, alluvial soil types, and low-moderate rainfall. If the Semarang City Spatial Plan is evaluated using the level of flood susceptibility, it results in 85% of the Semarang City area being suitable and 15% not in accordance with the condition of the flood susceptibility level in Semarang City. Areas that are not in accordance with flood-prone conditions are dominated by housing areas with an area of 1717.67 ha or 5% of the total area. Cultivation areas in high vulnerability are not appropriate for development, because they can cause environmental degradation that is getting worse. Validation shows the accuracy of the data is 82.35%.
