Abstract
Poverty is one of the economic indicators that shows the success of economic development in an area. In Java, the number of people who lived under poverty in 2013-2020 tended to fluctuate. There was an increase in the number of poor people in 2020 in all provinces in Java, and the majority of which was caused by the Covid-19 pandemic which killed many businesses. This study aimed to estimate the effect of the Human Development Index (HDI), unemployment, and inflation on poverty in Java in 2013-2020 by using a panel data regression with the Fixed Effects Model (FEM) approach. The results of this study indicated that partially, HDI and inflation were proven to have a negative effect on poverty, while unemployment had a positive effect. The government is expected to be able to improve the quality of human resources which has an impact on labor productivity and income generation so that poverty can be reduced. In addition, the government should also provide employment opportunities to reduce the number of unemployed people. Then, the government can balance inflation and income through raising the minimum wage.
