Abstract
The success of fiscal decentralization policy is can be measured with regional fiscal independence. The level of fiscal independence in Central Java in 2014-2019 is still relatively low because it is still below 25% on average, so that districts/cities in Central Java Province are not yet independent. This study aimed to estimate the effect of Gross Regional Domestic Product (GRDP), poverty, and capital expenditure on the level of fiscal independence in Central Java in 2014-2019 using panel data regression analysis with a Fixed Effect Model (FEM) approach. The results of this study indicated that GRDP and poverty were proven to have a positive effect, while capital expenditures was proven to have no effect on the level of fiscal independence. To increase fiscal independence in Central Java, it is suggested that the government can make efforts to increase GRDP and reduce the number of poor people, as well as focusing more on the realization of capital expenditures for the benefit of the community.
