Abstract
The physical impact of natural disasters has become quite a tough job for the government to rebuild destroyed areas to be reorganized in accordance with regional planning. In 2018, the city of Palu was hit by an earthquake, accompanied by a tsunami and liquefaction, which damaged the infrastructure that formed the city. The purpose of this study is to determine the vulnerability of buildings caused by natural disasters in 2018, mapping the suitability of land for building construction in Palu City in accordance with the Palu City Spatial Plan Map (Year 2030) and provide options regarding relocation locations for the people of Palu City. The analytical methods used in this study include spatial analysis to combine some spatial data so as to form maps in accordance the themes, attribute methods to process attributes from vector data by scoring to produce building vulnerability maps, land suitability for buildings and determination of the relocation location. The last method is descriptive analysis to describe and explain the results and processes of the map made. The data used are natural disaster distribution data in Palu City, RTRW Map, Hazard Zone Map (as a reference map) and Palu City building data. The results of the study indicate that the damaged buildings are located in the area traversed by the Palu-Koro Fault. The low damage class covers the southernmost area and the high class covers in the area along the coast in Palu Bay. Several buildings that are currently standing in Palu City do not fulfil the criteria in accordance with the 2030 RTRW of Palu City which results in some land being unable to be optimized and some other lands being too forced to use, such as the buildings along the coast in Palu Bay which should function as a Local Protected Area (shoreline). Mantikulore and North Palu sub-districts are sub-districts that meet the criteria as relocation points by considering a large area, strategic location and minimal risk of natural disasters.
