Abstract
Child marriage is a form of bonding or marriage in which one or both spouses are under 19 years of age or are currently studying at school and are still included in the adolescent age category. The purpose of this study is to understand how the strategy that was put forward by Philip Lesly in the communication of the Rembang Regency Government in dealing with cases of underage marriage. The communication strategy used is Philip Lesly's communication planning model consisting of two main components, namely the organization that drives the activities and the public who are the targets of the activities. This type of research is qualitative research with descriptive method. This study uses interview techniques as a method of data collection and then the data is validated using source triangulation techniques. The results of this study in planning the program implementation activities carried out by the PPKB Disos are the establishment of Child Friendly Villages, encouraging the increase of KPAD/KPAK workers, the PIK (Information and Counseling Center) program, the establishment of the PUSPAGA (Family Learning Center), and the GAS pol 12 program. used for communication activities are face-to-face communication media and internet media (website, instagram, facebook and youtube).
