Abstract

The opportunity for the regions to carry out regional autonomy is a strong desire from the community to form a new autonomous region in Banten Province, namely the formation of Serang City based on Law Number 32 of 2007 concerning the Establishment of Serang City in Banten Province. The authority that has been given to the City of Serang based on the law as well as the area with the status of the Capital of the Province of Banten has not shown any progress and has not been very proud, this is agreed by Hasan Basri as Deputy Chair of the Serang City DPRD 2019-2024 who said "It is not ideal to be called being the capital city of Banten province, even mentioning that this area is still not commensurate with the capital city of other provinces in Indonesia”. The research method used in writing this thesis uses a normative juridical and sociological juridical research typology through a statutory approach to the specification of analytical descriptive research based on qualitative data. This study uses a purposive sampling technique because it is more focused and knows more about the problem to be studied. The study specifically discusses the fields of education, health, and social affairs in Serang City with purposive sampling technique, where the data held will be more valid because they have interviewed the Heads of the Education Office, Health Office, and Social Service, coupled with taking data sources from these agencies who have processed and responsible. The results of the study explained that education, health, and social services in Serang City had not been implemented properly, as reflected in the achievement of the Human Development Index (HDI) which was formed by three basic dimensions, namely the health dimension (as illustrated by the Life Expectancy Rate), the education dimension (as illustrated by the Life Expectancy Rate). Average Years of Schooling, School Expectation Rates), and economic dimensions (Percapita Expenditure/Purchasing Power) are not yet encouraging. Although every year the HDI value of Serang City continues to increase from 2016 of 71.09, increasing to 72.16 in 2020, this achievement is still lagging behind several districts/cities in Banten Province or even lower than the average HDI of Banten Province. in 2020 which amounted to 72.45. Furthermore, the factors that influence the implementation of the Implementation of Compulsory Concurrent Affairs in Special Basic Services for Education, Health, and Social Affairs in Serang City are: a. Politics of law; b. Regional government financial performance conditions; and c. regional head leadership in leading and innovation from the region. The advice given by the author in this study is that the Serang City Government must work harder, innovate, explore, and evaluate the existence of potential and sources of regional revenue so that they do not depend on central aid funds and can improve the welfare of the people in Serang City.
