Abstract

Electricity is a basic need for the people of Indonesia, in carrying out daily activities electricity plays an important role, one of which is as a source of lighting, especially at night. In addition to electric lighting, it is also useful for supporting the use of electronic items such as TVs, refrigerators, fans and others, because of that Indonesian people are very dependent on electricity because of its important function for daily life. To get sufficient electricity supply, the community can apply for additional power to PT. PLN, in entering into an agreement to add electrical power, consumers must agree to the contents of the agreement that has been made by PT. PLN so that the addition of electrical power can be processed immediately. This study aims to find out the process of adding electricity to the agreement, knowing the rights and obligations as well as regulations in adding electricity, as well as knowing the legal responsibility if one of the parties commits a violation in the implementation of buying and selling electricity. The type of research used in this research is descriptive research, which systematically explains the legal responsibility for the addition of electric power between PT. PLN with consumers. The approach method used in this research is normative research. Because in this study, the legal aspects are examined, the legal rules relating to the agreement to add electric power. Based on the results of the research, there are three stages in the agreement for the addition of electric power, namely the stage before the agreement, namely the consumer is required to fill out the form and complete the administrative requirements and legal requirements, the stage at the time of the agreement, namely the consumer agrees to the contents of the agreement and the stage after the agreement arises a legal relationship between the parties. PT. PLN with consumers regarding binding rights and obligations. If one of the parties is judged to have defaulted as stated in Article 1243 of the Civil Code or acts against the law as stated in Article 1365 of the Civil Code, they can be prosecuted to the District Court.
