Abstract

Surakarta is city that has the potential to be affected by disasters, which is flooding. This study aims to identify flood risk in Surakarta and mitigate the risk of the flood disaster for 3 years and after that it can be re-evaluated. To achieve this goal, this research uses HOR (House of Risk). With the application of Phase 1 HOR, there are 13 risk events and 13 risk agents (sources of risk) for flood disasters in determining flood disaster mitigation in Surakarta City. The results of the ARP value and Pareto diagram analysis obtained 6 risk agents dominant. The implementation of HOR phase 2 resulted in 12 flood disaster mitigation strategies, in which early warning of disasters to all elements of society, mapping of disaster-prone areas, and adding water catchment areas were 3 strategies with resolved priority order that were used to overcome the risk agent dominant.
