Abstract
This study aimed to analyze the effect of Capital Expenditure Allocation, Regional Financing, Fiscal Capacity, and Poverty Levels on Public Welfare by proxying HDI data in North Sumatra. The method used was panel data regression with Fixed Effect Model approach. The results indicated that regional financing was proven to not have an effect on public welfare. Meanwhile, Capital Expenditure Allocation, Fiscal Capacity and Poverty Levels were all proven to have a positive impact on public welfare. In order to improve public welfare, the government was expected to optimize APBD funds for strategic regional development programs and achieve targeted development targets. In the field of poverty, the government was expected to run pro-poor, pro-job, and pro-growth programs. However, it places more emphasis on creating adequate employment opportunities. In this way the welfare of the community would increase.
