Abstract

This research was conducted with the aim to describe the implementation of work agreements and problems in the terminal service activity unit in the Karanganyar District Transportation Office. The approach used in this study is an empirical juridical approach. The data types are primary and secondary data, consisting of primary, secondary and tertiary legal materials. The method of data analysis used is qualitative method. The results of the study were concluded that the implementation of the work agreement on the unit of terminal service activities in the Karanganyar District Transportation Office was made in writing by referring to the provisions of Government Regulation No. 49 of 2018 concerning Management of Government Employees with Employment Agreements, which contains about the identity of the parties in the employment agreement, the period or period of the employment agreement, rights and obligations , as well as the expiration of the agreement. Overall the implementation of the work agreement on the terminal service activity unit in the Karanganyar District Transportation Office has been in accordance with the provisions of PP No. 49 of 2018 and the terms of validity of the agreement stipulated in the Civil Code. Problems that occur in the implementation of employment agreements in the terminal service activity unit in the Karanganyar District Transportation Office are limited operational budgets for PPPK salaries, the absence of career development for PPPK and the occurrence of force majeure.
