Abstract

This study aims to describe and implement the realization of the initiative of the DPRD Ponorogo Regency DPRD in the legislative function of the 2014-2019 period, the factors that hinder and support the realization of the PERDA initiative of the DPRD in the DPRD of the Regency of Ponorogo, the future projection of the DPRD of the Ponorogo Regency in carrying out the legislative function in 2019-2024 related to regulatory obesity. This research is based on the empirical juridical approach method. Therefore in this research, it is prioritizing primary data collected by interviews and observations, and supported by secondary data collected by library research. Data analyzed descriptively qualitative. Based on the results of the study it was found that, the realization of the DPRD initiative in the district of Ponorogo in carrying out the legislative function of the 2014-2019 period did not go well. Inhibiting factors, namely the quality of human resources, aspects of participation and communication, the ability and lack of experts, clash with the law, the budget. meanwhile, the supporting factors for the realization of the perda initiative in the district of ponorogo are facilities and infrastructure, stakeholder support, future projections, namely efficiency and effectiveness, no obseitas perda, application of dprd tatib, expanding the range of functions to absorb the aspirations of the community, creating a good work culture and improving the quality of source resources human power
