Abstract
Health Care Security is a comprehensive, structured health care effort that ensures continuity and quality, where the financing is carried out pre-effort. BPJS Health as the Implementing Body is a public legal entity established to organize a health insurance program for all Indonesian people as a government effort to fulfill the right of every individual to social security. Many of the people with mental disorders belong to families with low economic levels. The Karanganyar Regency government has established several policies for the poor who experience mental health problems. This study uses a qualitative method with a phenomenological approach. There were 7 participants in this study who were taken by purposive sampling. Data analysis used in this study used thematic data analysis and obtained 6 themes, namely: (1) Karanganyar government policy regarding BPJS Keswa, (2). The initial process for patients to get BPJS for students, (3). Constraints in BPJS Keswa services, (4) Government efforts related to BPJS Keswa and reconciliation, (5) The mechanism of BPJS Keswa services at Karagpandan Health Center. The results of this study are that Karanganyar Regency has established several policies related to health insurance services including community data collection do not have health insurance and assistance to the poor who have mental health problems but do not yet have health insurance for both inpatients and outpatients, efforts to establish mental health alert villages, Karangpandan puskesmas services to recipients of good health insurance as well as services to patients The general government of Karanganyar Regency also pays attention to village cadres and BPJS services in each district.
