Abstract
Street Vendors is one of the instruments in the informal sector that has an important role in reducing the number of unemployed and moving the wheels of the economy in Sragen Regency. Considering that the trade activities disrupt public order a lot, it is necessary to organize and empower. The trade carried out by street vendors on Sukowati Highway is arguably disrupting public order because it uses public facilities and the shoulder of the road as a means of trading, especially during the day. The structuring and empowerment of street vendors is regulated in local regulations. The implementation of law enforcement against street vendors has been frequent but has not yet obtained a satisfactory solution for the parties involved. The purpose of this study was to find out the law enforcement against the use of public roads by street vendors to trade on Sukowati Highway and the factors that hinder enforcement. The method used in this research is empirical juridical research. Data collection using primary data in the form of interviews with the District, Civil Service and related street vendors. The data were analyzed using qualitative methods. The conclusion of this study is that law enforcement against street vendors who violate the provisions of Sragen District Regulation No. 7 of 2014 is carried out by the provision of administrative sanctions in the form of the revocation of street vendors registration cards and the imposition of administrative fines. Factor inhibition of law enforcement against street vendors who violate the provisions of Sragen District Regulation No. 7 of 2014 is the cultural factor of people who are not aware of the law.
