Abstract
Education and health are indicators of human capital that play a very important role in creating quality human resources. Public education and health condition are closely related to government expenditure on health and education. If spending on education and health increases, labor productivity and GDRP will also increase. However, the impact of education and health expenditure on GDRP Java is an indirect impact which is estimated using the chain rule that based on the Solow growth theory. The study aimed to estimate the effect of government spending on education and health on GDRP through the chain rule approach with years of schooling and life expectancy being the moderating variables during the years 2014-2019 in 35 regency/city in Central Java. The model used in this research was panel data Fixed Effect Model (FEM) & Least Square Dummy Variable (LSDV). The results showed there was a positive impact on education spending on years of schooling and of health spending on life expectancy. Then, years of schooling and life expectancy had a positive effect on GDRP. Thus, there was a chain rule relationship between spending on human capital and GDRP. The policy recommended in this research is improving human life quality so that labor productivity increases, so that stability of increasing GDRP is maintained.
