Abstract
Higher education is one of the supporters of the nation's progress, every year the number of universities in Indonesia has increased. The number of universities is always increasing, so each university needs to improve the quality or quality of higher education. The government through BAN-PT establishes a new instrument that focuses on output / outcomes as an effort to improve the quality of higher education. The new instrument has nine criteria, one of which is the fourth criterion regarding human resources. Based on this, the Muhammadiyah University of Surakarta seeks to develop instruments to improve the quality of higher education services. Therefore, this study aims to design a valid and reliable instrument used to measure user satisfaction. This study applies the SERVQUAL method. The results of the study obtained a valid and reliable instrument and resulted in a measurement of user interests and satisfaction with human resource management. The measurement of user satisfaction for each stakeholder shows the study program / faculty / unit is 79%, lecturers are 91%, education staff is 88%, overall user satisfaction is 88%. The percentage value has met the standards of meeting expectations, but improvements need to be made to improve service quality.
