Abstract
This study aims to describe: 1) The way the teacher disseminates literacy programs through storytelling at SD Negeri Kedungsono 03 Sukoharjo; 2) The teacher's efforts to train students' reading and speaking skills at SD Negeri Kedungsono 03 Sukoharjo; 3) Implementation of literacy programs through storytelling in training students' reading and speaking skills at SD Negeri Kedungsono 03 Sukoharjo; 4) Teachers' obstacles in developing literacy programs through storytelling to practice reading and speaking skills of students at SD Negeri Kedungsono 03 Sukoharjo; 5) Solutions to overcome obstacles in an effort to develop literacy programs through storytelling to practice reading and speaking skills of students at SD Negeri Kedungsono 03 Sukoharjo. This type of research is qualitative research. The research design used is phenomenology. Data collection techniques were carried out by observation, interviews, and documentation. For data analysis techniques in this study using data reduction, data presentation, and drawing conclusions. The presence of researchers in this study as participant observers and in-depth interviewers. The resource persons in this study were the principal and teachers at SD Negeri Kedungsono 03 Sukoharjo. The data validity techniques used in this study were technical triangulation and source triangulation. The results of this study indicate that: 1) Socialization is carried out in class by classroom teachers using story books and aimed at all students in grades I to VI; 2) Library visits are carried out on a scheduled class basis. The teacher has made other attempts to practice reading and speaking skills but this was not effective, so that in the end, they used storytelling in developing literacy programs by always providing motivation, guidance and assistance to students when the activity was taking place; 3) The implementation of the program runs well as seen from the enthusiasm of students in activities and indicators of skills achieved; 4) Obstacles are in the existing supporting facilities and the props used; 5) The solution to the obstacles of existing supporting facilities is to give students the freedom to bring their own story books from home. Then for solutions regarding teaching aids, the teacher makes the teaching aids themselves from home or emphasizes the teacher's way of telling stories to make it interesting for students.
