Indonesian language competency tests for foreign students are one of the important components in B I PA learning, especially for the Darmasiswa Program and KNB. This study aims to: I) explore the characteristics of Indonesian language competence tests for foreign students i.e. Darrnasiswa and KNB programs; 2) analyze the needs of foreign students and organizers of the Darmasiswa and KNB program on Indonesian language competency tests; and 3) develop Indonesian language competency tests for foreign students i.e, Darmasiswa and KNB programs. This research was carried out with the research and development (R & D) method i.e. ADDIE (Analyze, Design, Develop, Evaluation, and Implementation). The analysis phase is carried out to answer the formulation of the first and second problems. The strategy applied in this stage is descriptive explanatory. There are two outputs of this research, namely: (I) a comprehensive description towards the conditions of the Indonesian language competency test for foreign students for the Darrnasiswa and KNB program that have been used so far; (2) an overview of the needs of students and organizers of the Darmasiswa and KNB program as a basis for developing Indonesian language competency tests for foreign students. The development stage consists of four stages, namely design, development, evaluation and implementation. The strategy used in the development stage research is Criterion-referenced Language Test Development (CRL TO) Workshop. The output of the development stage is the product of Indonesian language competency test for the foreign students, which is developed based on the test objectives and description of the target language criteria and details of the tasks that must be done based on the construct validity. The results of this study can be presented as follows: (I) the competence tests of listening, speaking, and writing for foreign students i.e. the Darmasiswa program and KNB are carried out within integrative. The reading competence test is still in the form of discrete, not in accordance with the communicative approach; (2) theneed for an Indonesian language competency test for foreign students in theDarrnasiswa program and KNB is divided. into two needs, namely the needs of students and the needs of the organizers. Foreign students of Darmasiswa and KN B programs stated that they need a reading test that positioned them as adult learners and the reading material in the test? presented gave a positive contribution to increase their knowledge about the Indonesian culture. The organizer of the Darmasiswa and KNB program stated that there was a need for a reading test with a communicative approach that refers to the standardization of the BIPA program which matches the general description and basic competencies. (3) Reading competency test for foreign students i.e. Darmasiswa and KNB program refers to the general description and basic competencies ofB!PA I, BIPA 2, BIPA 3, BIPA 4, BIPA 5, BIPA 6, and BIPA 7 which are presented in graduate competency standards (SKL) ofBIPA Courses and Training and published by the Directorate of Coaching and Training, Ministry of Education and Culture.
