Abstract

Minimum service standards are a reference for district / city governments in the provision of health services that are entitled to be obtained by each community at a minimum and become a tool of community control or service recipients for the performance of service providers. Community health centers are implementing units of public health efforts and first-level individuals from the district health office responsible for organizing health services in an area of work by prioritizing promotive and preventive efforts to achieve the highest degree of public health. This research is a qualitative research using descriptive qualitative method with inductive approach. Participants in this study were 8 participants consisting of health workers and patients or family of patients in the work area of the Tawangsari Community Health Center, Sukoharjo District, selected by means of purposive sampling. Data collection used by using in-depth interviews carried out on participants and selected according to specified criteria. Data analysis using Braun & Clarke's thematic analysis model found 5 themes, namely (1). Minimum standards of mental health services (2). Promotion efforts (3). Precautions (4). Curative efforts (5). Rehabilitation efforts, The results of this study are, that the tawangsari health center has implemented a minimum standard of mental health well even though there are some obstacles so that the implementation is less than optimal. The conclusion of this study is that the minimum service standard for mental health at the Tawangsari Public Health Center in Sukoharjo district has been implemented with the presence of poly-people in the Puskesmas, although the implementation is still not optimal.
