Abstract
This study aims to analyze the effect of poverty, population growth rate, human development index, and gross domestic product on district / city regional spending in East Java Province in 2016-2018. The data used was obtained from the Ministry of Finance website of the Directorate General of Fiscal Balance and the Central Statistics Agency. The analytical method used is panel data regression analysis. Panel data is a combination of cross section data and time series. The model chosen in this study is to use the Fixed Effect Model (FEM) method after conducting the chow and hausman tests. The results of this study indicate that simultaneously the gross domestic product variable, the human development index, the number of poor people, and the rate of population growth affect regional spending. Partially, the poverty variable does not have a significant negative effect, the population growth rate has a positive and no significant effect, the gross regional domestic product has a positive and significant effect, and the human development index has a negative and significant effect on regional spending.
