Abstract

In the Opening of the 1945 Constitution Health is a general welfare that must be realized in accordance with the ideals of the nation. To make this happen, it is necessary to promote Health Promotion. Health promotion in puskesmas is regulated based on Minister of Health Decree Number 585 / MENKES / SK / V / 2007 concerning Guidelines for Implementing Health Promotion in Puskesmas. The researcher usestheory Precede-Proceed and Diffusion of Innovations. This study used descriptive qualitative method. Researchers used purposive sampling to determine samples at the Colomadu II health center. Where the sample chosen is determined according to the criteria of researchers, namely people who are directly related to health promotion. Data collection techniques carried out with in- depth interviews, observation, and documentation. For the validity of the data the researchers used source triangulation. Then for data analysis researchers used the Miles and Huberman models. The results of the study revealed before conducting health promotion, first identifying social problems that occur in the source community from the community using the precede proceed. Precede for the planning and implementation phase of health promotion, while the Procedure for the evaluation phase. The health promotion strategy adopted by the Colomadu II Health Center is in line with the health promotion strategy proposed by WHO, including: advocacy, social support, and community empowerment. One of the advocacy activities carried out was political lobbying to the Lurah before forming a standby village. Training community leaders as health cadres is a form of social support provided. Establishing an independent standby village as a form of community empowerment.
