Abstract

Salatiga City is a city that is developing quite rapidly, so that it will have implications for the increase in space requirements caused by human resource activities. The phenomenon that occurs at this time is the existence of irregularities or discrepancies in the existing land use of the city spatial plan. This research is specialized in residential land use because since the adoption of the 2010-2030 RTRW, the biggest land use change has occurred in residential land use. This study aims to examine the implementation of the RTRW on residential land use in 2017, examine the distribution of deviations and determine the characteristics of deviant actors and analyze the factors that influence the occurrence of irregularities. The method used in this research is the field survey method by conducting interviews and questionnaires. The existing land use in 2017 is obtained from the interpretation of satellite imagery which is then carried out a field check. To find out the implementation of the RTRW on residential land use and the distribution of the deviation using GIS assistance with the overlay method, which is then carried out quantitative descriptive analysis and spatial approaches with spatial patterns. To find out the factors that influence the occurrence of irregularities in residential land use, interviews with the Salatiga City Spatial Planning Agency were used. Koesioner used to determine the characteristics of deviant perpetrators. Koesioner distribution is carried out at the location of the occurrence of irregularities by taking a random sample of 100 respondents. The results showed 1). implementation of the 2017 regional spatial plan the suitability level is 55.1%, settlements that deviate RTRW 4.2% and the remaining 40.7% are areas whose designation for settlements where existing ones have not yet been realized as settlements. In general, residential land use has not exceeded the area stipulated by the Salatiga City RTRW. 2). The spread of settlement deviations from spatial planning is spread throughout the district. The area of deviations in 2017 was 123.4 hectares or 4.2%. The most deviant designation area is the border area of the river. 3). The characteristics of the perpetrators of settlement deviations towards the Salatiga City Spatial Plan are: socio-economic conditions of the community in the location of irregularities showing low income levels with the type of work dominated by traders, unemployed and housewives, education and public knowledge of the Spatial Plan is still low so that it affects the occurrence of irregularities. 4). Factors that influence the occurrence of irregularities based on the results of interviews with the spatial agency that land use is still determined by the desires of respondents as land owners, lack of coordination with other institutions, less maximum in enforcing sanctions and less community participation in the implementation of RTRW.
