Abstract
The importance of information literacy skills is to form a quality community. It the understanding of information literacy should be developed since children in elementary school. This study aims to describe: 1) the role of the teacher in implementing information literacy, 2) constraints faced by teachers in developing information literacy, and 3) solutions to overcome obstacles in the development of information literacy. This study uses qualitative research methods with descriptive research designs. The research subjects were principals, high-class teachers and students. Data collection techniques through observation, structured interviews, and documentation. Validity in this study through triangulation of techniques and sources. Interactive data analysis techniques using data reduction, data presentation, and drawing conclusions / verification. The results of the research are: 1) the role of the teacher in the implementation of information literacy that is teaching students to understand the correct information, ensuring prior information obtained from the internet, inviting students to think critically in every activity and utilizing reading corners and libraries, 2) the obstacles faced are the lack of teacher knowledge about the concept of literacy, do not have librarians and computer labs and 3) the solution is for teachers to take part in education staff training programs to increase teacher literacy capacity, encourage students to enjoy reading books, make maximum use of reading corners and libraries.
