Abstract

This thesis is entitled "The Strategy of Professional Zakat Collection (Study of the Collection of Professional BAZNAS State Civil Service (ASN) Zakat in Karanganyar Regency)". This research originated from the level of ASN zakat collection in the very large BAZNAS in Karanganyar district. BAZNAS Karanganyar district has zakat potential from the number of Civil Servants (PNS) or ASN as many as 11,000 people with a number of 9,449 muzaki people and BAZNAS in Karanganyar regency in 2018 having a target of collecting ZIS of 15,000,000,000.00. This study aims to determine the concept of the strategy and mechanism of BAZNAS Karangnayar district in collecting the ASN Zakat funds. Departing from the problem "What is the concept of the strategy of collecting professional zakat funds applied by BAZNAS in Karanganyar Regency towards the profession of the state civil apparatus ?. How is the mechanism for collecting professional zakat funds applied by BAZNAS in Karanganyar Regency towards the profession of state civil apparatus ?. "This type of research is qualitative and is meant by field research using a descriptive approach. Primary data was obtained by conducting interviews with Karazyar Regency Baznas administrators, and documentation from the BAZNAS in Karanganyar Regency. It was revealed that the concept of the strategy for collecting ASN professional zakat funds in Baznas Karangnayar Regency is the existence of three stages. 1) BAZNAS collects, combines and deduces basic information which will be needed in formulating the strategy. 2) Implementing strategies that have been made in the first stage, the strategies made by BAZNAS are five, first strengthening togetherness, secondly building trust, thirdly expanding the communication network with anyone, fourth optimizing collection, the fifth effective distribution. 3) evaluate the strategy that has been done in the second stage. The mechanism for ASN professional zakat collection is carried out in two stages. first, BAZNAS made UPZ (Zakat Collection Unit) in all government institutions. Secondly, BAZNAS conducted socialization and sessions with the entire UPZ. If viewed from the point of view of Islam the strategy of collecting ASN zakat does not conflict with Islamic Shari'a. We can see that the collection of zakat is included in Al-Maslahah Al-Mursalah.
