Abstract

Anak adalah amanah sekaligus karunia Tuhan Yang Maha Esa, yang senantiasa harus kita jaga karena dalam dirinya melekat harkat, martabat, dan hak-hak sebagai manusia yang harus dijunjung tinggi, namun pada kenyataanya sering dijumpau kejahatan terhadp anak. Dengan demikian Klaten sebagai kota layak anak mempunyai tujuan untuk mewujudkan Klaten sebagai kota layak anak melalui peran dari Bapermas. Rumusan masalah dalam skripsi ini adalah (1) Bagaimana regulasi pemerintah Kabupaten Klaten dalam mewujudkan kota layak anak dalam rangka penceegahan kejahatan terhadap anak? (2) Bagaimana peran Badan Pemberdayaan Masyarakat di Kabupaten Klaten sebagai langkah konkret dalam mencegah kejahatan terhadap anak?. Hasil penelitian dari skripsi ini adalah regulasi pemerintah Kabupaten Klaten dalam mewujudkan kota layak anak diatur di dalam berbagai undang-undang dari UUD RI 1945 hingga peraturan daerah kabupaten Klaten. Peran Badan Pemberdayaan Masyarakat di Kabupaten Klaten adalah dengan mengadakan program-program yang pada akhirnya bertujuan untuk mewujudkan kota layak anak seperti sosialisasi, pembentukan sekolah ramah anak, puskemas layak anak dan lain sebagainya. Kata Kunci : Anak, Bapermas, Kota layak anak. Abstrack The child is a mandate as well as a gift from God Almighty, which we must always guard because in him is inherent the dignity, dignity and rights as human beings that must be upheld, but in fact often encountered crimes against children. Thus Klaten as a child-friendly city has the aim to realize Klaten as a child-friendly city through the role of Bapermas. The problem formulation in this thesis is (1) What is the regulation of the Klaten Regency government in realizing a child-friendly city in order to prevent crime against children? (2) What is the role of the Community Empowerment Agency in Klaten District as a concrete step in preventing crime against children?. The results of this thesis are the regulation of the Klaten Regency government in realizing a child-friendly city regulated in various laws from the 1945 Constitution of 1945 to the regional regulations of Klaten district. The role of the Agency for Community Empowerment in Klaten Regency is to conduct programs that ultimately aim to realize a child-friendly city such as socialization, the formation of child-friendly schools, child-friendly health centers and so on.
