Abstract

The educational management is relatively very left behind, although the problem and the challenge faced are the same that is there is a demand from the society for a quality educational product. Studying TQM on the educational management aims at revealing its strengths, its shortcomings, its obstacles and its efforts. This research is a qualitative research. The subjects of this research are the headmaster, the teachers and the workers. The data collection techniques used are the observation, the interview, and the documentation. The data analysis technique used is simultaneous cross sectional. The results of the research show that the implementation of TQM on the educational management are as follow: (1) Teachers, there are 80% of them has S1 certificate and the development effort is through sending the personals to join workshop or training. It is suitable with the principles of TQM that focus on the customers and the obsession on the quality of the teachers. (2) The amount of the students with the available means and premeans has met the customers’ needs. (3) The selection of student acceptance seeks to keep the quality, but from the accepted students, they have not been suitable with the quality standard. Therefore, it can be said that the student input has not been suitable with the TQM standard. (4) the teachers’ absence has a range of 96% - 100% and there are only two people with the percentage of 94% and 92%. The students’ absence has a range of 93.96% - 97.84%. Therefore, there are efforts from the teachers and the students in embodying the discipline to reach the quality. (5) The study program of building contruction technique in 2003/2004 underwent the decrease of students who were successful to reach the graduation that was 95.5% that then in the next academic did a continous improvement by having an obsession to the quality, so it could reach the graduation of 100%. So did the electric instalation engineering in 2003/2004, it underwent the decrease of students who were successful to reach the graduation of 97.8% that then in the next academic year could also reach the graduation of 100%. While the industrial mechanical engineering in two previous academic years could reach the graduation of 100%, on the academic year 2004/2005 it underwent a decrease of 99.6%, exactly there was one student who did not graduate. (6) The tracking of alumni has not reached 50%, describing that it has not met the quality criterion. The strengths, the shortcomings, the obstacles and the efforts are exist in the educational performance and the management system itself.
