Abstract
Vocational high school is represented institution which produces students who had completed ready to work. In preparing their graduates, there are not all vocational high schools carry out the standardized competencies by using 2 professional certification first level, which actually that is a standardization management dealing with the assessments process and equipments based on the requirements of national agency for certification test certificates profession. The aims of this research are to describe the characteristics of certification institution first level, the mechanism of getting competence certificates and also to reveal the strenghts and weaknesess of the implementation certification competence first level in State Vocational High School 1 of Purworejo. The method used in this research are qualitative methods by using ethnographic research designs. The data collection techniques use the observation, interviews, and documentations. This study uses an interactive analysis model. The results of this research are: 1) The characteristics of the certification institution first level in this school are testing the certification for their own students and also the students of the network schools, the curriculum used has been synchronized with the Indonesian National Work Competency Standards, the certification scheme used is the operating cluster certification scheme basic and cluster certification scheme for basic milling machine operation. The scheme licenses held for three years. The 2015-2018 period has certified 984 participants, 52.3% are competent and 47.7% have not been competent. 2) The mechanisms of competency certification are included the preparation, the implementation, the supervision and the evaluation of certification tests those are guided by applicable regulations, with the preparation of test materials that are integrated with the implementation of the learning process. 3) The strengths of this programs are to foster students' enthusiasm in taking education, using the Inquiry Learning model in preparing students for certification testing, having competency assessors in accordance with competency certification needs, while the weaknesses are the number of the lacks of equipments, the administrative personnel who are still lacking and not carrying out surveillance of holders competency certificate. The conclutions of this research are the managements of First Level Certification Institution includes licensing of certification schemes, curriculum synchronization, provision of industrial standard infrastructure, financing, fulfillment of competency assessors, implementation of certification tests according to guidelines, issuance and maintenance of competency certificates.
