Abstract

This study aims to determine the implementation of land rights application located on the equivalent rail PT. KAI in the Pucangsawit Sub-district of Surakarta City and also know the obstacles that arise in the implementation of the land rights application located on the equivalent rail PT. KAI in Pucangsawit Sub-district of Surakarta City. This research uses sociological or empirical method with research type of fact finding. Source of data derived from the primary data are interviews, observations, observations, and questionnaires and secondary data obtained indirectly from the object, but through other sources both oral and written. Based on the results of the study can be concluded that the implementation of Law number 51 of 1960 relating to the application of property rights to state land on the equivalent rail PT. KAI in Pucangsawit Sub District by Land Office of Surakarta City that is 1) Requirement of first land registration application for State Land in equivalent Rail PT. KAI in Pucangsawit Urban Village Office of Surakarta; 2) Procedures for the implementation of the granting of land rights in the State of Reliance PT. KAI at the Land Office of Surakarta City; 3) Period of registration of ownership of Land of the State of Reliance on Relay of PT. KAI at the Land Office of Surakarta City. Obstacles in the Implementation of Land Problems The PT Kereta Api Indonesia (Persero) Community Controlled In The Pucangsawit Sub-District of Surakarta City is 1) Facilities and human resources to conduct soil measurement is minimal, so the process is relatively long; 2) The system for applying for state land has not been socialized in a transparent manner; 3) Kurannya land measurement personnel in the Land Office of Surakarta so that to apply for penngukuran must queue waiting for the turn. This will result in time for the process of certificate will be longer; and 4) Residents who occupy the equivalent of railroads are inadequate citizens, with very low level of education and economic level that are less mamapu.
