Abstract
Lembata Regency is one of the districts that are categorized as underdeveloped areas and has unique characteristics because it has administrative areas with island characteristics. Spatial structure in the district with characteristics of areas that have characteristics of the island of course very different from districts that do not have characteristics of areas with characteristics of the island. How the hierarchy and regional interaction in this district and how to form the regional development of spatial structure-based regional service center in Lembata Regency is a problem formulation in this research. The purpose of this study are 1]. Analyzing hierarchy of territory and region interaction in Lembata District and 2]. to form regional development of regional service center based on spatial structure. This research method is of secondary data analysis. Population in this research is 1]. social facilities consisting of educational, health and worship facilities, 2]. total population per sub-district and 3]. The absolute distance between the district capitals to the subdistrict capital. The data used in this study is secondary data sourced from the institutions or government agencies associated with this research. Data analysis method used in this research is scolagram analysis method, gravity analysis, and descriptive analysis. The results of this study indicate that, in Lembata Regency hierarchically has 4 arrangement of position consisting of hierarchy I, II, III, and IV. Nubatukan Sub-district is a sub-district occupying hieraki I while other sub-districts are only able to occupy the IV hierarchy. The weakest interaction of the area occurred between Nubatukan Subdistrict and District of Omesuri and Buyasuri. The formulation of regional development of regional service centers in Lembata Regency is arranged into two planning areas comprising the planning area of the western part of the island and the eastern part of the island. Nubatukan Sub-district is designated as PKL as well as a regional service center in the western part of the island. Omesuri Sub-district is designated as PKLp and serves as a regional service center in the eastern part of the island and is projected to become a street vendor in the future.
