Abstract

This study aims to describe the implementation, various constraints, and alternative solutions to overcome obstacles of pedagogical competence and professionalism of teachers Education Pancasila and Citizenship in Vocational High School Negeri 9 Surakarta. This research uses qualitative approach, data collection with observation, interview, and documentation. Data analysis tevhniques apply flow models through data reduction, data presentation, and conclusions. Data validity uses triangulation techniques or data collection methods and triangulation of data sources.The result of study indicate that pedagogic and profesional competence of Pancasila an Citizenship Education teachers can be implemented in the state vocational high school of 9 Surakarta. Pedagogical and profesional implementation for Pancallia and civic education teachers is refleted in the implementation of the task of carryingout the learning process.problem of teacher recruitment process that proiritizes technical regardless of non-technical capabilities such as self-management capabilities and with others,constraints that occur is the problem of the recrutment process of techers who prioritizetechnical regardless of non-technical capabilities such as self management capabilities and with others, teachers education and training that emphasizes the ability of teachers to master the curriculum, does not understand the profession as a vocational profession, limitations of time between teachers and students, and the nature of the child. Solutions to overcome the existing obstacles that first of the principal explain alternative solutions to overcome obstacles implementation of teacher pedagogic competence with improvement of teachers quality. Both the solution to the constraints on the implementation of pedagogical and professional competence of theachers is the understanding of the students should be better.
