Abstract

The aims of this study is to know: 1) Principal leadership skills, 2) Principal strategy in improving the quality of school. The kind of this research is qualitative. Techniques of collecting data using interviews, observation, and documentation. Validity data using triangulation. Data analysis techniques through interactive analysis. The results shows that: 1) Principal leadership skills include: a) Conceptual Skills are: principal is able to plan school program, determine strategy, coordinate program implementation, supervision, and decision making in solving problems which arise. b) The skill of human relationships are: the principal is able to establish cooperation and communicate, engage the school community in decision making, give awards to the school community, and pay attention to the welfare of the teacher. c) Technical skills are the principal can guide the teacher by giving directions, and giving a good example of teaching. 2) Principal strategies for improving the quality of schooling in include a) Human resource development are labor procurement program, promotion, training and employee development, career development, employees maintenance program, and employee dismissal programs. b) Improving the quality of schools in the field of student are development begins with planning, selection of new admissions, and student coaching. c) Improvement of school quality in the field of curriculum applying KTSP curriculum with school development. d) Improvement of school quality through the development of achievement-based facilities and infrastructure begins the planning of school facilities and infrastructure carried out together with the School Committee through RKAS prepared at the beginning of the new school year. Schools have been implementing SBM in full demonstrated by the independence of schools in the provision of educational infrastructure in the school.
