Abstract

This research aims to develop assessment instruments, authentic writing skills text reports observations in junior high school. This research is a descriptive qualitative research using the R&D approach. The location of this research in one of the first junior high schools in East Java that has implemented a 2013 curriculum. The source of data in this research is a document that includes a list of the collection of students scores, questionnaire and interviews. The techniques developed to obtain research materials is through observation, interview and documentation. This study used a model Research Development of Borg & & Gall. The results of this research showed that: 1) less detailed of the instruments contained in the RPP. In addition, Less perfection condition assessment instruments are based on the book. The complexity of the assessment of instrumen based on the provisions of Agency schools. 2) limitations of the teacher's experience in developing the assessment instruments. 3) produces a rubric assessment for writing the text of the report on the results of observation.
