Abstract

The development of financial technology has encouraged the planned implementation of a Central Bank Digital Currency (CBDC) in Indonesia, which requires a testing mechanism through a regulatory sandbox. This study aims to analyze the adequacy of the regulatory sandbox legal framework for testing CBDC and to examine its effectiveness in mitigating legal risks, protecting consumers, and maintaining payment system stability. The research employs a normative legal method with statutory, conceptual, and comparative approaches. The findings indicate that Indonesia’s regulatory sandbox framework, as governed by Bank Indonesia Regulations, Financial Services Authority Regulations, and Law Number 4 of 2023 on Financial Sector Development and Strengthening, provides a legal basis for testing digital financial innovations, including CBDC development. The effectiveness of the sandbox is reflected in its ability to support regulatory supervision, identify potential risks, protect consumers, and maintain payment system stability. However, more specific regulations concerning CBDC are still required to provide greater legal certainty and support its optimal implementation in Indonesia.
